Crawley Homes – Improving the Scrutiny Group

Client : Crawley Homes

Crawley Homes, managed by Crawley Borough Council, provides social housing in Crawley, with a focus on energy efficiency and tenant engagement.

The Tenant and Leaseholder Action Panel (TLAP) is their tenants’ scrutiny group, which proactively looks at how Crawley Homes works and makes sure their services are of the highest standard and residents are at the heart of their work.

The Challenge

Crawley Homes was seeking support in growing the possibilities for the TLAP, in light of the revision of the Regulator of Social Housing’s Consumer Standards. In addition to reviewing how wider tenants feel about scrutiny, we also wanted a way to pull out peoples’ ideas and fine tune the details. We decided Game of Homes would be the ideal way to do this.

The TLAP has been in place for many years, but the members and Crawley Homes felt it was time for a refresh. Our challenge question was:

How do we make sure the TLAP is the best it can be so it can scrutinise and influence the work of Crawley Homes?

We were lucky to have a range of participants, with some seasoned members of the TLAP, some new ones and some colleagues who have a particular interest in scrutiny – and we even had the CEO in attendance.

The Workshop

Claire Blacka was the workshop facilitator, inspiring the participants to work through a range of activities. Using her knowledge and expertise around scrutiny, she was able to pull out the right amount of detail to make the session both productive and aspirational.

Outcomes and Key Achievements

The ideas that came from the session were closely connected and it was challenging to prioritise just three for further development. Using a process of prioritisation (and stickers), the group decided it was most important to:

  • Recruit new members – making sure there were a range of views that represented Crawley Homes communities.
  • Train members – to ensure people had the knowledge and confidence to scrutinise and influence the way Crawley operates.
  • Decide on a scrutiny model – making sure decisions around what to scrutinise are fair and that chosen subjects have the most impact.
